What the Writing plans (Superpowers) skill does

Before defining tasks, the assistant lists the files to be made or altered and states the role of each one. Once the plan is complete, it compares the plan against the source specification to confirm accuracy. Use it when a multi-step project comes with a written specification and no code has been changed yet.
